P roject Overview:

A consulting firm is partnering with a client to conduct a discovery, fit-gap analysis, and requirements gathering phase for optimizing their HR management systems (HRMS) using Oracle and UKG platforms. The client aims to transition from a legacy HRMS to a modern, integrated solution, addressing gaps in functionality and ensuring data preservation.

Scope of Work:
The consultant will deliver the following high-level tasks:

  1. Analyze Current HRMS Usage: Document existing business processes in the legacy HRMS.

    Deliverable: Current-state business process maps.
  2. Identify Gaps: Compare current HRMS usage with Oracle/UKG capabilities.

    Deliverable: Detailed list of gaps, referencing business process maps.
  3. Recommend Solutions: Propose Oracle or UKG modules (e.g., Learning Management System) to address identified gaps.

    Deliverable: Recommendations for each gap, specifying applicable modules.
  4. Design Future-State Processes: Create diagrams for optimized business processes.

    Deliverable: Future-state business process diagrams.
  5. Reporting Requirements: Document required reports, including data sources and field names.

    Deliverable: List of reports with design specifications.
  6. Data Preservation Strategy: Recommend approaches for preserving legacy HRMS data, such as migration to Oracle or archiving to a SQL database with an inquiry-only interface.

    Deliverable: Data archiving design document.

Key Requirements (Illustrative, Not Exhaustive):

  • Legacy HRMS Context: The client uses an unsupported, outdated HRMS with multiple database instances. Key data (e.g., job and salary history) must be prioritized for migration to avoid data loss risks.
  • Unmet Business Needs:
    • Performance management (requires additional Oracle module).
    • Learning Management System (LMS) to track licenses, training hours, and degrees.
    • Volunteer and contractor tracking (currently managed in legacy system).
    • Leave of absence tracking, including pay code creation for various leave types (e.g., education, military, FMLA, workers' compensation).
    • Applicant Tracking System (ATS) for streamlined hiring (desirable, not mandatory).
  • Reporting Needs:
    • Employee status reports (hiring, terminations, salary metrics).
    • LMS reports (e.g., training completion, license expiration).
    • Compliance reports (e.g., EEOC requirements).
    • Annual salary and internal audit reports.
    • Leave and attendance reports (e.g., perfect attendance).
    • Performance evaluation and turnover/retention metrics (desirable).

Methodology:
The project focuses on discovery, fit-gap analysis, and requirements gathering. The consultant will produce a comprehensive deliverable, including:

  • Business and technology requirements.
  • Current- and future-state business process maps.
  • Gap analysis with Oracle/UKG module recommendations.
  • RICEW inventory (Reports, Interfaces, Configuration, Extensions, Workflow).
  • Report design specifications (data sources, field names).
